Offline tools for education. Any suggestions?

I’ve seen about a thousand lists evolving around the “web / web2.0 for education” theme. The most recent I came across is this.

Enough with the online tools. What about the offline tools for education? Are there any (much cheaper than an IT room with 25 iPads) tricks so as to make a difference in the way education is delivered in your area/field?

• How do you create an offline forum in your school?
• How do you enable better access to study material?
• What should every teacher do before entereing the class in your school?
